One more visit to Cibba reveals how we can reach the Temple of Mana, but there are a few things to do prior to that: First, defeat Lich in order to obtain the Flare spell. And two, look for a needle in the haystack in the desert.

And, as mentioned previously, it is possible to sequence break and fight Lich ahead of time, though I wouldn't know which weapon to use as our Demon Axe is what saves the day.
