How do you play those games people make and put on this website on your computer?

Well, if you have the actual RPG Maker 1 disc, you can use a program called ePSXe to play games.

However, for the other ones, you'll need a Max Drive.

When you run that ePSXe program, what types of files are played on it?

It can play the memory card saves.

This probably goes without saying, but just in case, you'll need a copy of the actual Maker in order to play these games. And in the case of RPGM2 and 3, you'll also need a PS2.

Yeah, RM1 is a tough find now-a-days, as PS1 game discs are mostly abandonware. A rummage through your local GameStop or EB's bargan bin might yeild results though. I've seen RM1 kicking around a bargan bin at my local Mall on several occasions.
